Most of my PS1 time is Ridge Racer Revolution, and most of my PSP time is Ridge Racer 2.

That being said, try Evil Zone on PS1 (see pic).
It's a somewhat odd fighting game with a very fun TV-show style story for each character (and a bad dub, but that's to be expected for a PS1 game).
I don't ever hear anyone talk about this game, and it's a real shame. It is mechanically simplistic, but in a deliberate way instead of just not being refined.

I will also eternally recommend Omega Boost, the only non-racing game that Polyphony (the GT devs) ever made. It's so cool. It's a 3D flying mech game that feels a bit like Star Fox with enemies coming from all directions (except for like two forward scrolling levels).
Make sure you use the brake and targeting buttons -- you're always moving forward and sometimes that's not useful, and targeting faces you to the newest wave of enemies.
I think it's a 10/10 game. Great visuals, feels good to play, cool soundtrack.
Gives me all the fun of playing Zone of the Enders but with everything but the meat of the game cut out.

As for the PSP, the Nanoha game, Gears of Destiny is pretty fun, and there's a translation patch for the story. It switches between near/far modes with proximity to your opponent (kind of like Pokken except YEARS earlier!), with near mode being a fairly basic 2D fighter and far mode being a 3D projectile affair. Not the deepest thing mechanically, but quite a lot of fun. There are two games, but I've never played the first.

    Another fighting game fan, eh?
I've known about Cyberbots by mostly watching some Fightcade matches done with the arcade version as well as tournaments of said game, and have also played my fair share of Bloody Roar 2. If you really want a more well-known 3D fighting game on the PSX, look no further than good ol' Tekken 3. A lot of people enjoyed this one, and I do as well. Pic rel features King's iconic 2P costume that everyone likes, alongside Lei Wulong, one of my common Tekken picks. It was also the debut of series mainstays like Ling Xiaoyu, Jin Kazama, Hwoarang, and If you want your Tekken fix on PSP, there's Tekken Dark Resurrection (a port of Tekken 5 DR) and a really well-made port of Tekken 6.
There's ways to do PSX and PSP netplay, so there's that of course.

    play Omega Boost.

If you like fighting games with weird bonus modes, play Tobal no. 1 and Tobal no. 2 as well as Ehrgeiz.

and if you end up liking their dungeon crawler modes, try playing Baroque

baroque seems interesting :3 you can play it on psp and ps2
